U.S. Government Connection With Saudi Terrorists

By Dr. Francis Boyle, Professor of International Law at the University of Illinois, Champaign. Dr. Boyle wrote the Biological Weapons Anti-Terrorism Act of 1989, the American implementing legislation for the 1972 Biological Weapons Convention. He’s got a Doctorate of Law Magna Cum Laude as well as a Ph.D. in Political Science, both from Harvard University. Dr Boyle served on the Board of Directors of Amnesty International from 1988 to 1992.

Preface By Washington’s Blog: In the following comment, Dr. Boyle discusses a recent New York Times report on Saudi connections with 9/11  … and points out the deeper implications.

“The man under questioning… Thumairy had been a Saudi Consular official based in Los Angeles and the imam of a mosque visited by two of the hijackers.”

Excuse me! What is a Saudi Consular official doing running a Mosque in the United States? This would have violated the Vienna Convention on Consular Relations. It would have been grossly incompatible with his Consular Functions under that Convention. What was going on there? Why was the USG [U.S. government] permitting a Saudi Consular Official to run a Mosque in violation of this Vienna Convention? The USG must have known what was going on. And by running a Mosque the Saudis knew they were in violation of the Vienna Convention on Consular Relations. So what was going on here? So both Governments are in knowing violation of the Vienna Convention to permit a Saudi Consular Official to run a Mosque (not just attend a Mosque—I see no problem with that) and two of the alleged hijackers go there. All this is just a coincidence?

There is no way that Saudi Official could have run that Mosque unless the USG let him do so. And there is no way the Saudi Government would let their Consular Official run that Mosque in violation of the Vienna Convention unless they had permission to do so from the United States government. And it turns out that two of the alleged hijackers are going to that Mosque. Did the USG and the SAG set it up for that purpose?

“….and they may have stayed in a nearby apartment rented by the mosque”{ run by a SAG Consular Official in violation of the Vienna Convention}

“When the two hijackers reappeared in early February, they were eating at a restaurant near the mosque {run by the SAG Consular Official in violation of the Vienna Convention}. There they encountered Omar al-Bayoumi a fellow Saudi who was on the Saudi government payroll {like the Mosque Imam} through the country’s civil aviation authority, possibly with an assignment to keep an eye out for Saudi dissidents in California {translated from New Speak Times Newspeak: to run a covert operation with Saudis using airplanes}.

“But the {FBI} believed that Mr. Bayoumi had met with Mr. Thumairy {SAG Official} at the mosque {That the SAG Official headed and probably funded} just before he met the hijackers in the restaurant, and investigators wondered {concluded} whether {that} Mr. Thumairy {the SAG Official} had arranged the meeting {with the SAG Airplane expert and the 2 hijackers }.

“At the time, Mr Thumairy {SAG Official and Imam of the Mosque} was part of a network of representatives of the Saudi Ministry of Islamic Affairs, which finances mosque building { here in violation of the Vienna Convention and with the knowledge and approval of the USG}.

“…{the SAG} Official Mr. Bayoumi…helped the two future hijackers settle….in the apartment building where he himself lived. He cosigned the lease and paid the security deposit and first month’s rent…{in apparent violation of the Vienna Convention. he should have been declared persona non grata by the USG and expelled from this country for violating the Vienna Convention. Instead, he was not. Why?}

And notice by means of this Headline and Story the New York Times is doing damage control and limitation not only for the Saudi Government, but especially for the United States government. No wonder both the SAG and the USG want to keep these 28 pages classified. NYT just published the cover story given to them by the USG. Par for the course. The Newspeak Times.

“The {9/11} commission’s final report said that “we have found no evidence that the Saudi government as an institution or senior Saudi officials individually funded Al Qaeda.” Well I could drive a truck through that language.

This SAG Official should have been expelled by USG for activities incompatible with his Consular Activities in violation of the Vienna Convention on Consular Relations. Instead the USG let him into the country to engage in activities in knowing violation of his Consular Activities in violation of the Vienna Convention. So the missing 28 pages raises directly the issue of USG Complicity in the 9/11/2001 Terrorist Attacks.
