Did NBC’s Richard Engel Tell the Truth?

In the NBC-TV ‘news’-report by Richard Engle on December 13th, “Rex Tillerson Is ‘Gift For Putin,’ Former Top Russian Minister Says | NBC Nightly News”, he alleges about the oil-giant Rosneft (using sources that appear onscreen but are unknown to the U.S. public):

“The company is a cash cow, for Putin, and for his inner circle. … The dividends earned by Rosneft end up in only one place: ’the personal purse or wallet of the Russian President’.”

Is that a lie?

Rosneft posts online its “Shareholder structure”:
